The country's healthcare bill is reportedly facing cuts totalling €1bn in next month's Budget.

A report in The Sunday Business Post also claims that the Garda pay and overtime bill is in line for a reduction of €100m, as negotiations on the Budget reach a crucial phase.

Finance Minister Brian Lenihan is due to publish his pre-Budget report this week.

Minister Lenihan is expected to spell out the scale of the crisis facing the country next year if dramatic measures are not taken in the Budget.

    FOUR WOMEN DIE IN COLLISION

Four women were killed and two people injured in a collision between a car and a pick-up truck on the Galway-Mayo border last night.

Last night’s crash occurred shortly before 8pm on the N17 between the villages of Milltown, Co Galway, north of Tuam and Ballindine, Co Mayo.

The stretch of road is closed this morning, as Garda forensic experts examine the scene.

The four women who died were travelling in the same car. Three were pronounced at the scene while the fourth died at Mayo General Hospital in Castlebar. A fifth woman, who was driving the car, is in a critical condition in the hospital today.

The driver of the truck was also injured and was taken to the same hospital for treatment.

The women were later named locally as Marie Conneely (19) from Ballynahown in Connemara, Theresa Molloy (19) from Lettermore, Sarah Byrne (20) from Headford and Sorcha Rose McLaughlin (19) from Mulgannon in Co Wexford.

The driver of the car was named as Michelle O’Donnell from Kilronan on Inishmore in the Aran Islands.

It is understood all of those killed were studying arts at NUI Galway.
Garda Commissioner Fachtna Murphy today offered his condolences to the families involved.
He said: “These are difficult times and An Garda Siochána are out making every effort to prevent deaths and tragedies like what happened last night, real tragedies, to try and prevent as many as possible.
“Road deaths are coming down as we speak today. There’s 40 less killed than last year but we can still work hard and improve on that,” he said.
Parish priest Fr Michael Kenny was called to the scene at about 8pm last night, shortly after the collision.

“I went to the N17, halfway between Tuam and Milltown, on a notorious bend in the road,” he said. "I found two cars crashed - one was a pick-up truck, the other a Renault car which had the bodies of three young girls. An horrific sight.”

Fr Kenny remained at the scene for more than four hours administering last rites and supporting emergency crews as they removed the bodies from the wreckage. “The weather was terrible. There was terrible rain and the road conditions were pathetic,” he said.
Fr Kenny, who offered this morning’s Mass for the young women, said the area was notorious for accidents as the road narrows to a sharp bend on a slight incline.

In a statement, NUI Galway said: “The untimely death of our students has shocked the university community and we wish to extend our deepest sympathies to all of their families, classmates and friends at this time.
“Our thoughts and prayers are with the fifth student involved.”
The deaths brought to six the number of fatalities on the roads

    ***

    RIP.

I was watching CrimeCall last night, and it was announced while they were talking about road safety that there had been a serious incident. I didn't realise it would be that bad though.

Road fatalities are down alot this year so far, and IMO, this is down to serious work by the Guards and other agencies.

Privatised speed cameras to be rolled out next year

The roll-out of privatised speed cameras will get underway next year.

The Government has today signed a long-awaited €60m contract with "Go-Safe" - a private consortium who will run the scheme.

The 40 mobile units will be placed on motorways and national routes as well as non-national routes and will record up to 7,000 hours of driving per month.

On another note would this not take away from some of the duties of Traffic Corps and do ye see it as a positive step forward.

Traffic corp will still do their own duties including speed checks.

These mobile cameras will only be positive if they are actually used in accident black spots on not on motorways / dual carraige ways at 9am on sunday mornings.

If they are seen regularly in accident black spots people will accept them, if not then they will be seen as revenue generators for the government.

Strange that the contract was finally signed during an economic crisis or is that just conincidence?

I bring bad/good news folks

The garda has spent €11m less on their vehicles in 2009 compared to the past two years.
But officers say huge amounts are being spent on old vehicles that should really be scrapped.
The amount spent on garda cars, vans, motorcycles and push-bikes, has fallen this year -- with expenditure of €16.6m in the first 10 months of the year.
This compares to €27.6m spent for each of the years 2008 and 2007. These figures include the purchase of new vehicles, in addition to the maintenance, repair and fuel required for the existing fleet.
However the Garda Representative Association (GRA) is worried about the slashed budget.
A GRA spokesman told the Herald: "Vehicles are being refurbished as they are not being being replaced in the current economic environment.
    Costing
 New vehicles are not set to be purchased until some time in 2010. We don't know whether that will be early or late in the year.
"It appears to be a false economy however. It is costing more in many cases to refurbish an old vehicle than it would be to replace it."
The information on garda vehicle spending was supplied to Fine Gael's Tom Hayes.
The Tipperary South TD had sought information on the amount the gardai had spent on vehicles from 2007, up to the present.
Since 2007, almost €72m has been spent on the garda fleet. In addition, in 2006 a 1,300 new vehicles were bought at a cost of over €28.6m.
Since September that year, the size of the fleet has increased from 2,247 to 2,820, which was an increase of 25pc.

Loaded gun taken from man outside jail

A man has been arrested after he arrived at St Patrick's Institution this morning carrying a loaded gun.

The 37-year-old man was driving a waste disposal truck to the juvenile jail, which is in the Mountjoy Prison complex.

When the driver was asked at the security checkpoint if he had anything on him that he should not have, he showed them a loaded Walther semi-automatic pistol and two cartridges with 14 rounds of ammunition.

The handgun was taken from the man by prison officers.
Gardaí from nearby Mountjoy Garda Station were called in and the man was arrested.
Detectives are now trying to establish where he got the gun, how long he had it and why.
While the man may have had a licence for the weapon in his home country, Romania, he did not have it licenced in Ireland.

I have to admit, the heading made me giggle in a non feminine way....

A professor in criminal law has told a conference in Limerick that An Garda Siochána remains one of the most secretive police forces in the world.
Professor Dermot Walsh says that while gardaí convey an image in public of openness and transparency, there may not be as much substance to that as there appears.
He told the conference on Police Governance and Accountability in the University of Limerick that gardaí do not publish documents and policies that it should publish as a publicly accountable body.
He said the Garda Code, which informs individual gardaí on how to do the job, is a confidential book and there should be no reason for this.
He also criticised the force for not publishing its policies in relation to operational policing, the policies which direct how gardaí police the country.
He asked is there any policy in relation to how gardaí use their discretion in different circumstances.
If there is not a policy governing discretion, he said, that was a matter of deep concern because different gardaí would exercise their discretion in different ways leading to inconsistencies in how the law applies.
A situation could arise that one garda might decide to prosecute one individual for one offence, whereas another might not prosecute another for the same offence and that is unfair.
Professor Dermot Walsh is the Director of the Centre for Criminal Justice at Limerick University.

Garda Association to ballot members on strike action

The Garda Representative Association is to ballot its members for industrial action.

The group, which represents over 11,000 rank-and-file gardaí across the country, is holding a press conference this morning to outline its plans.

Gardaí are barred by law from striking, so this action will put them in direct conflict with the Department of Justice.

Up until now, the GRA has insisted it would not partake in industrial action like they did when the "blue flu" hit in 1998.

Meanwhile, the public services committee of the Congress of Trade Unions will meet later.

It follows the collapse in negotiations with the Government on how to cut €1.3bn from the public sector pay bill.

These are used here, IMO they are cash cows.

Private staff turn up at a station and collect a car here its a Holden Commodore Wagon or something like a Ford Focus, Nissan x-trail.

They are not informed of the car they will get or where they are due to go till that day.

They sit by the side of the road and basically snap away like a stationary Speed camera. They do not involve themselves in chases or discussion with mototrists. Some get attacked when a speeder realises here was flashed, stops and approachs the camera car.

They submit their catch at the end of the shift and the affected Reg's get tickets.

They are just a private gatso Van. But smaller.

RTE only deamed this important enough to include this in the previous story.
Elsewhere, a garda received minor injuries after shots were fired in Dublin early this morning.

The incident happened on Greenfort Close in Clondalkin at 1.15am.

Three gardaí were investigating reports of damage to a house in the area when shots were fired in the direction of a nearby house.

One of the bullets went through the front door and hit the garda, causing him minor injuries.

Garda Commissioner Fachtna Murphy has issued a statement condemning the incident.

He said: 'I want to condemn this deplorable attack, which put the lives of gardaí and members of the public at risk.

'I have directed that the local Gardaí in Ronanstown, who are investigating the incident, receive whatever assistance and support they require from national units in order to bring those responsible to justice.'

Gardaí in Ronanstown can be contacted on 01- 6667700.

Two members of DFB are being treated in hospital following a fire at the Guinness Brewery.

11 units of Dublin Fire Brigade and three aerial fire fighting vehicles attended the scene at St James's Gate this afternoon.
The two firefighters are stable condition at St James's Hospital. It is understood that they may have come into contact with ammonia.

The fire broke out in a storage building for empty containers at the lower end of the brewery near the Victoria Quay entrance at 12.10pm.
Repairs were being carried out on the roof of the building, which was partly made of felt.
The area in question was not in regular use and was successfully evacuated. It is believed significant damage was caused to the building.
In a statement, Diageo said production continued elsewhere on the site throughout the incident.
Services on the Luas Red line between Blackhorse and Smithfield are now running as normal following earlier disruption.
Gardaí and Diageo have both launched investigations into the cause of the blaze.

He had just driven off on his way along Milltown Road in Randalstown, Co Antrim, when the device went off.

Police said the officer was in a serious condition in Antrim Area Hospital.

Army bomb disposal experts were called to the scene.

The attack happened just miles from Antrim town, where last March Sappers Mark Quinsey, 23, and Patrick Azimkar, 21, were shot dead by the Real IRA at the gates of Massereene Army barracks.

Assembly member for the area and Alliance party leader David Ford said he was outraged at the attack.

"The people behind this bomb have no policy and strategy except to cause death and disruption," he said.

"It is absolutely despicable that someone who works to protect the public has been subject to such a sickening attack on his life.

"I am outraged that a very small number of people still believe that using violence will achieve anything. They are seeking to drag us backwards into the dark days of the troubles.

"The community will need to stand united, just as the community stood united following the murders (of two British soldiers) nearby at Massereene barracks last year. I am confident that the community will do so.

"I would urge anybody who has any information about this attack to contact the police. These people must be stopped to allow this country to continue to live in peace."

Democratic Unionist MP for South Antrim William McCrea said he understood that the injured officer was a Catholic.

"I earnestly pray he will be restored to health and strength," he said.

The chairman of the Northern Ireland Policing Board, Barry Gilligan, condemned those responsible.

"I understand that the officer has been taken to hospital and our thoughts are first and foremost with him and his family," he said.

"This was an attempt to murder and those behind this attack cannot be allowed to succeed in bringing any further terror to our community.

"I would urge anyone with information on this incident to pass it to the police."

Northern Ireland Security Minister Paul Goggins condemned the bombing.

"This vile attack will sicken people across Northern Ireland," he said.

"I applaud the work the PSNI are doing to make our towns and cities safer. That work is in stark contrast to those who tried to murder this officer.

"Those who planted this device are to be condemned and anyone with information should bring it to the PSNI so that those responsible can be brought before the courts."

Sinn Féin's Mitchel McLaughlin said the attack was reprehensible.

"First of all, I wish to extend my hope for a full and speedy recovery to this young PSNI officer and his family," he said.

"I unambiguously condemn those responsible for placing this device on the officer's car and call on them to desist from this activity."

Ulster Unionist MLA Danny Kinahan said: "Unfortunately, we are here again - standing at the scene of a murder attempt on a member of the PSNI. A man has been seriously injured and the community traumatised by the proximity of this attack.

"It is disgusting that, once again, we are witness to an attack on an off-duty officer.

"Each and every time an incident of this nature occurs, we are taken back to the dark days of the past.

"However, while those who carried out this despicable act are intent on undermining the stability of Northern Ireland, majority will clearly indicates that it is they, and not the police, who are unwanted within this society."

SDLP South Antrim Assembly member Thomas Burns added to the voices of condemnation.

"The scene of this attack is not all that far from Massereene Barracks.

"At the time of last year's attacks, all the people of the North made their views absolutely clear. Across all parties and shadows of opinion, they condemned them utterly and called on the armed dissident groups to stop their murderous activities.

"We want no more murders, no more shootings, no more bombs."

    Commissioner makes appeal to public

    Thursday, 28 January 2010 16:16

The Garda Commissioner, Fachtna Murphy, has appealed to the public to help the gardaí to stamp out crime by criminal gangs.
Fine Gael Justice Spokesperson Charlie Flanagan has called for changes to garda rosters.

He has also suggested that civilians be recruited to allow more garda officers to be put on duty on streets to combat crime.
Both men were responding to annual CSO crime figures that show an increase in murder, rape, kidnapping, false imprisonment, robbery and hijacking.
The figures show that there were 53 murders last year, three more than 2008. Twenty-two of those were gang-related murders.

    View the full CSO report

There was also 367 rapes recorded, an increase of 10%. Cases involving the sexual abuse of children were up by over 29%.
Kidnapping and related offences such as false imprisonment and human trafficking also recorded a dramatic increase, up over 80%, while robbery, extortion and hijacking crimes also increased.

There was, however, a significant reduction in the incidence of drink driving, which was down 23%.
Drug offences were also down by 6%, as were public order, explosives and gun crime.

Gardaí vote to take industrial action

    Thursday, 11 February 2010 15:17

The Garda Representative Association says gardaí will take industrial action over the Government's pay and pension levies.
The Association announced the results of a ballot this afternoon, which showed that over 90% of those who voted said the gardaí should take some form of industrial action, but not withdraw their services.

The Association will decide at its annual conference in April what form that industrial action will take.

General Secretary PJ Stone said that it would be a collective action and that it would not impinge on the safety or security of the public.
He also said the ballot sends a clear message to the Government that all was not well in the gardaí and that rank-and-file members would no longer tolerate 'draconian pay cuts'.

Of the 11,600 who were eligible to vote only 5,540 gardaí did so, with 65.4% of them voting to take industrial action short of a withdrawal of labour.

Another 18.4% voted to withdraw their services but that will not be done.
Just over 4,000 suggested a variety forms of industrial action, including work-to-rules, refusal to turn on mobile phones and a ban on overtime.
These will now be considered by the central executive committee, which will formulate proposed industrial action to be ratified at conference.

Our dumbest crook leaves trail of evidence

A COUNTRY burglar could be Australia's dumbest crook after leaving a trail of extraordinary clues along his crime spree route

Within an hour of being charged and bailed over other break-ins, Bendigo man Andrew Bawden, 36, was back in business, busting into cars and houses and robbing offices and a cathedral.

But his one-man crime wave came unstuck when he dropped his police charge sheet at one crime scene.

Two hours later he dropped the DVD of his police interview at another.

"You get crooks sometimes who leave one thing that's stupid. Both things are extraordinary," Bendigo police Sgt Brendon Murphy said.

"From the police perspective it's quite good. We appreciate people who leave this evidence for us."

But Sgt Murphy said it was important to remember the trauma faced by Bawden's victims before ineptitude ended the spree. "We're just thankful this numbskull's been nipped in the bud," he said.

The extensive charge sheet - 24 various offences - was found beside a laundry hamper. Police think Bawden dropped it in a panicked attempt to climb out a window after being disturbed in mid-burglary.

The DVD was discovered beside broken louvres from a break and enter attempt.

"The people thought - 'What's a DVD police interview doing on the ground here'?" Sgt Murphy said.

"It's a small plastic case and a disc with writing on it. It clearly identifies who it is and that it's a police interview."

Bawden's busy but badly managed crime spree happened early this month but was outlined on Tuesday in Bendigo Magistrates' Court.

The court heard Bawden had been out of jail for three months after serving a four-year sentence, but quickly returned to crime.

Being charged again with a couple of dozen new counts barely broke his stride.

"Within an hour he was back at it," Sgt Murphy said.

He said Bawden stole a handbag from an office, broke into a car, entered the Sacred Heart Cathedral and stole a tour guide's backpack, then continued on.

"He tried to break into another place where he broke some louvres. The DVD was on the ground next to the louvres," Sgt Murphy said.

"A couple of hours later he did a burglary on a house and was disturbed. They found his charge sheets in the laundry."

Bawden, of Golden Square, pleaded guilty to about 30 counts.

He was remanded in custody for sentence on March 31.

Two firefighters die in flats blaze

Tributes have been paid to two "valiant" firefighters killed in a tower block blaze. Skip related content

James Shears, 35, and Alan Bannon, 38, died after a fire at Shirley Towers in Church Street, Southampton, went "completely out of control", according to neighbours.

Hampshire Chief Fire Officer John Bonney told a press conference the officers had been "valiant" in "extremely difficult circumstances".

Mr Bonney, who will be visiting the firefighters' families later, said: "Today is a tragic day for Hampshire Fire and Rescue Service. It is with deep, deep sadness that I announce the death of two Hampshire firefighters."

The men, who had both served for more than seven years, were members of Red watch at St Mary's fire station, he said.

"We are devastated by the loss of our colleagues, who died in the line of duty," he added. "Our thoughts are with their families, their friends and their colleagues, who have all been stunned by these events. I would like to pay tribute to the courage, the dedication and service of those firefighters."

Investigations are under way into how the fire was apparently able to rip through the tower block. Witnesses described how a ceiling and staircase fell through as the blaze spread.

Dozens of residents had to be evacuated after the fire broke out on the ninth floor at around 8pm on Tuesday night.

The flat where the fire started was home to a single mother with two children, all of whom escaped uninjured, locals said.

Another two firefighters were taken to hospital by ambulance with minor burns to their hands. A joint police and fire service investigation into the cause was under way and the Health and Safety Executive was informed, said a spokesman.

    RIP lads.
