Work sharing / Part Time in Civil Service?

I'm almost positive you have to finish your one year probation before you would be eligible for work sharing. It's up to local management / local HR as to whether it's approved. Some circulars etc:

As has been mentioned already, this is very hard to get approved and will come down to local management and their needs. I moved department last year and in my previous department it would have been easy to get but in my new department you can forget it, even people have been rejected on shorter working year.
