what happens if i spray without a licience ????

Hi all, Was spraying for a neighbour today with my certified sprayer and full licience ! He asked if he sprayed with his old sprayer and no licience how would he get caught and if he did how would he be penalised ....... Does anyone know anymore than hearsay because thats all i cant get hold of. Thanks in advance
