Tax Clearance Certificate

What is a tax clearance cert and who needs one? Can an employee apply for one or is it only business owners?

I am applying for the hap scheme, and my landlord is requested to provide a TCC, but he is not a business owner, would he qualify for one as a landlord?

Yes an employee can apply for tax clearance. If you use myaccount on Revenue's website you can apply there. If not, you can fill out a Form TC1 and freepost to your local tax office.
