Boiler not heating water

    Hi All,

    Hopefully someone can help me save a few quid on a plumber. I have an Ideal classic boiler which is recently had it's fan replaced. It has been repaired and it heating the rads but now my hot water is not heating. I have fiddled around with the valves in the hotpress but not sure of their default position. The pipes are roasting hot. There is a valve at the bottom of the cylinder which I have opened which seems to be helping but I'm not sure if it was open or closed?? See pic. Any ideas?

    The valve at the cylinder is the balancing valve and it should be opened about 1/4 way
