Gas Boiler wont Ignite after changing pump, Tank in attic almost empty?

    Hi

    I have just changed my pump on my central heating. Its a gas boiler Ideal Classic 250FF.

    I needed to empty the whole system as the Pump isolation valves where not working.

    Changed the pump turned back on the Water left for an hour then turned on the boiler.

    Pump started, Fan is running but Its not even trying to ignite no clicking sound......

    Fan and pump will run for hrs but boiler makes no clicks.

    Went up to the attic I have 2 large tanks 1 with ball cock and 1 without, The 1 without is extremely low on water to the point its just below the outlet pipe. About inch and a half of water.

    Am I right to believe that this tank feeds the Boiler and would low water cause the boiler to not even bother to click click click or do I also face another problem.

    I am thinking that I may need a new controller board as well.

    If it's the small tank that's low on water then refill it, assuming it's still in use and not disconnected years ago
