Is Northern Ireland considered as 'Leaving the State"

    On JSA it is not allowed to leave the state for more than 14 days in a year and then only with permission.

    Does that include Northern Ireland (6 Counties)?

    Even if going to Belfast just for the day?

    Technically yes, but would you tell them you're taking a daytrip up north? That's up to you.

    I'd normally advise them if it effects signing on or payment collection.

    The bit highlighted above is the most important. A day here/there makes no difference. The 14 days is primarily if you take a week (or two) out of the country for a holiday etc and need to make official arrangements to collect your money on a different date(s) than usual.
