    Merrion Gates to Blackrock to Seapoint is bordered by the sea - a distance of 3 km - ample distance for adding a third track, or even a double track to allow overtaking.

    Not quite. There was very little development from the Grand Canal to Merrion Gates. From Merrion Gates to Blackrock the railway was built on the foreshore - north of Shankill, this is the only realistic section where a passing loop could be added.
