When changing oil in lawnmower, i can buy 1.4L or 2L of oil, this is size it comes in. The oil required according to the user manual is 1.7L.

will all of the old 1.7L of oil drain out, I'll need the 2L of new oil then. Or will some of the old oil stay in and maybe the 1.4L of new oil will do ?

0.3L is more than a half pint, I doubt if that much of the old stuff refuses to drain out, even if the engine is cold. Buy the 2L can and drain it when the engine is warmed up to get as much of the old stuff out as you can.
