How long does a receipt take?

I recently moved out of an apartment from which the letting agency deducted €260 from my deposit to pay Irish Water as I did not register. I recently moved out of an apartment from which the letting agency deducted €260 from my deposit to pay Irish Water as I did not register. This was 3 weeks ago and I have repeatedly asked the agency for a receipt for the €260. However, they have claimed that they are waiting on a receipt from IW. How long does a receipt normally take?
I am suspicious they have not paid at all!
