0.5 WTE & salary scale?

I am considering applying for a grade VI role. Coming from the private sector I am unfamiliar public service terminology etc.

The role is advertised as 0.5 WTE, with a salary range of €45k - €55k p.a.

My question is does this mean that the actual salary paid would be half, so €22.5k - €27.5k p.a.?

Also as I am not an existing member of public service does that automatically mean I would start at the lower end of the pay scale, if successful?
Is there ever any room to negotiate on this, asking because I did some consultancy work for public service previously?

    Thanks in advance.

Yep it means you would be on half 45k-55k. As for room to negotiate, it depends on the position and how much they need you, but I find the public sector recently will try to get you on the lowest end of the scale.

Thanks for reply. Thought it was too good to be true! Role looks great but don't think it would work out financially..oh well!

0.5 wte means you only work part time though. So if a standard week is 40 hours you only work 20 hours.
