What is the max numbers of hours one can offer someone on Job Seekers without their benefits being effected?

    Zero.

If they work for any length of time on a day, they don't get benefit for that day, ie a 20% decrease in benefit per day.

And if they work for any length of time on more than three days, then they get no benefit for the week.

You (or they) should apply for the part time job incentive or go on the casual dockets, that way you keep the dole for the days you aren't working.
