Would love to know the logic behind the limits on bids, some teams seem to be able to bid a lot higher than others.

Everyone was supposed to have the same max bid.....

100% false, no doubt. Not holding breath for the new match engine either, SM seem to go out if their way to be awkward or utterly useslss, depending on what mood takes them

It says there is a max bid but try a higher amount, keep increasing the amount till you can't go any higher. That's how you do it.
