this might seem like a silly question but if a company declares a dividend of say 3% is that 3 % of the share price or of the number of shares.....eg if ryanairs pice is15 euro and they declare a div of 3% do I get 45 cent as a dividend

You would get 45 cent per share you hold, in the example shown.

You will have to pay tax on your dividends though.

A company will never declare a dividend of 3% (or any %), they will declare a dividend of 23 cent (or whatever) per share

3% is the calculated yield, depending on SP

What date do you have to hold the share to receive the dividend, the announcement date or the end of year or other?

You need to hold the shares on the ex-dividend date. For US shares this can be found on dividend.com.

There's a specific cut off date you need to have them by; it's usually included in the announcement (i.e. Company X is going to pay a dividend of Y on date Z with cut off date Q).
