Exempt from USC?

Recently got a letter from Revenue saying I was exempt from USC as they do not think my income for 2016 will surpass 13k (most certainly will).

I note from my first payslip for 2016, I will not be paying any USC confirming the revenue letter.

Is this mistake on their part or is it normal at the start of the tax year?

Were you under the threshold in 2014 or 2015? I don't know if it's normal for them to make this mistake, but you should phone them and tell them it's a mistake. Otherwise you'll be left with a USC liability at the end of 2016!

If you think that your income will be more the €13k in 2016 then you should ring Revenue now and request that they remove the exemption. Otherwise in early 2017 when you request your P21 balancing statement you may find that you owe Revenue money. Note that Revenue are chockablock at the moment so it may take a few weeks to issue an amended tax credit certificate.
