Why don't they trial reducing the price of alcohol duty and allowing every corner shop to sell alcohol in the same fridge as minerals, if you normalise it to that level nobody will be arsed drinking, just like Spain.

Having one of the highest prices of alcohol in Europe hasn't worked in the past, it won't work adding more to it in the future. Perhaps a quota system for each adult in the country would work where you get a kind of ration card entitling you to puchase 30 pints a month and you can drink them as you please.
