Lapsed fixed term lease, can landlord issue another fixed term lease

As subject says, 1 year fixed lease lapsed in July 2015. Can landlord request tenant to sign another fixed lease at this stage? thanks

They can request but the tenant doesn't have to agree as they are now on a part4, assuming the tenant isnt living with the LL of course.
