No Broadband/Phone installation in Limerick after 2 months

Hello, I asked Eir for a Broadband/phone line installation in September. I had something like 8 different appointments with a technician but excepted for 1 time no one came to my home. Hello,

I asked Eir for a Broadband/phone line installation in September. I had something like 8 different appointments with a technician but excepted for 1 time no one came to my home.
Even that time the technician had a look at the cable, he said he had to come back but he never did.
How is possibile to be so difficult to have a phone line in the middle of one of the most important Irish cities?
