How do you report suspected tax evasion??

I know of a situation where every loophole in the book has been used to avoid paying taxes. Penalties were put in place when loop holes stretched to offshore accounts. white collar criminals got away with it again. The corruption is unreal and I wanted to know is there a mechanism to report these types of crime and have them investigated??
