Orange bikes left near roundabouts?

What's the story with the Bikes left locked near the roundabouts. Noticed them near Galway Clinic, Maldron Hotel and Oranmore Community Centre. They are painted orangy. I'm just been nosy :-)

I think they are to do with Cycle against Suicide.
