Can an Irish company reclaim VAT for accommodation and food from other EU countries?

Generally not. However if you are VAT-registered in Ireland, you can make VAT exempt business purchases in other EU countries provided that you supply your Irish VAT registration number and this is clearly displayed on the invoice.

This is difficult however with incidental expenses like food and accommodation, as far as I know the rule requires that the goods or services are supplied to Ireland by the seller.

If you do a lot of business in a specific jurisidiction, then it can be worth registering for VAT there, in which case you can reclaim VAT on expenses incurred there. But this comes with its own headaches, you'd really want to be doing a significant amount of business there.

I do reclaim EU VAT from the different EU countries for goods but I know in a few countries I can claim food & accommodation but can't get a comprehensive list of what countries they are. I do know that Ireland, Greece and Italy do not allow you to reclaim VAT for food and accommodation. Germany would be a country I really want to find out about though.
