Charged for waste water removal, but I have a septic tank

Hi all, I'm not able to reach the billing enquires number so perhaps you can help me. I'm renting an apartment in a block connected to a septic tank, but I've been billed for waste water removal. I'm pretty sure I specified that we had a septic tank when I registered. Can these charges be removed from our pending bills?…

Can these charges be removed from our pending bills?

Also, the bill is in our landlord's name, is this correct? We registered under my name, but the online account has his name too.
