New UPC install...speed only 1mbs?

Just got an engineer install, did fresh cableing and gave me the ubee modem, he checked the line etc. and said everything was fine.

he told me the modem would take a few minutes to update and download the latest software etc.

i let it alone and the modem rebooted and all the lights that should be on are on.
but after doing various speed tests via wireless and via ethernet my download speed is only 1mbs and the upload is 0.15mbs?

could it be that it is not yet swtiched on from upc side?

my vodafone BB is still active...its connected at 12mbs, i just did a speed test with this connection:

Upload Speed: 835 kbps (104.4 KB/sec transfer rate)

Jitter: 3 ms

i have upc 240mb broadband, so i cannot fathom why even my old vodafone adsl broadband is even faster?
