Penalty for "disbanding" a herd?

The in-laws have a small herd of beef cattle (20 ish) and circumstances have changed such that they can't realistically look after them - but they are worried there is some financial penalty if they sell them off during the year.

Is this true and, if so, is it a significant amount/issue? Or what's a sensible thing to do in this circumstance?

It's the disadvantage area payment if they are in receipt of it that will be affected. Won't make any difference to sfp.
