Turning right at a junction, stop signs opposite

    Can't find a clear answer for this in the rules of the road. Locally, where I live, there is a junction, two stop signs either side of the junction on the lesser road. It is clear to me that in turning right from the minor road onto the major road, vehicles coming straight through or turning left from the opposite side have right of way (after the major road is clear of course).
    My question is, For simplicity lets just say the major road is clear. There is a stream of traffic from a minor road turning left. There is one car opposite who wants to turn right. Does that one car yield to all traffic coming from the opposite side who want to turn left or is there a presumption that each left turning car must first stop.
    If this is not clear I can do a diagram

    I would see it as 'officially' the cars turning left have priority, but a driver with good manners would allow the one single car make its turn ahead of them.

    The stream of cars should all be stopping at the stop sign.
