Upload music to iCloud via iTunes on PC?

    Trying to figure out how to upload music to iCloud from PC.
    The blurb says...
    Windows: Press Control + B on your keyboard to open the iTunes menu bar. Choose iTunes > Preferences, and turn on iCloud Music Library.
    but for the life of me I can't see that option on iTunes, can anyone help?

    Edit: using latest itunes 12.2...

    You have to be subscribed and logged into Apple Music or iTunes Match. And even then, iTunes will attempt to match music before uploading it.

    Ah OK, its only available via paid services. Fek that, I'll stick with google music so ;)
