Why would Eircom blocking my transfer to vodafone? is that legal?

    I am not in contract. i was on an 18 month contract that commenced in may 2013. 

    vodafone have been told that eircom is blocking my transfer of home efiber service..

    i refuse to pay eircom after for a service after my requested switch over date....
