As a rule of thumb, it is always cheaper to take from ATM than exchange. I would take 400 worth at one go,split it between the two of you , then 300 later on.

Istanbul is extremely cost friendly. I was there for a week on a work trip (where we have 200 a day for food/drink) and in the entire week I think I spent about 300 including a bit of sightseeing and shopping.

The € is accepted just about everywhere in Istanbul, and its a brilliant city.

Stores will give a less than favorable rate and often will need to give change in lira which is pretty worthless.
