Pre-reg models...are they all bog-standard models?

Are pre-reg cars always the base bog-standard models or do dealers spec them up a bit - automatic, metallic, upgraded alloys etc?

I'm specifically thinking of VW, Audi pre-reg models like the Passat, A4, A6.

We bought a pre reg passat in family in 2012 and it was a comfortline with a nice few extra bits of spec. It had sat nav, auto lights and wipers, metallic and a few other bits.
The discount was too big to ignore for a car that was never driven.

I would say it's mixed, some high spec stuff to showcase to potential buyers and some entry level stuff to bump up the reg sales figures.
