Electoral register details sold on and used for scams

I went to the letterbox to collect the post a few minutes ago and unusually there was a letter with a Spanish (Espana) stamp on it. I thought it was a letter from my ex (excitedly opened it) and all that was inside was this

Couldn't help notice that the address was written exactly the way it is on the electoral register (same error). I also remember specifically saying no to marketing/letting my details being used this way when I registered to vote. So how did these scam artists get my details? Breach of data by NTCC?

As excited I am having received my first letter from Spain (USA, Germany, Italy and a few other countries before but never Spain. Ugly stamps) I have a feeling I will get more junk mail like this in future.

You can buy also discs at the county council office. Ask your local TD for one, they might give you one for free. Woah, even better! Ask them for a second hand one - mmmh, the margins notes might be very tasty indeed.
