Just wondering if a 3.3HP has adequate power as a backup for a 17ft cruiser. The boat is used on lakes as well as sea?

For the sea, no. Tides and waves will kill any forward momentum. 6hp would be a minimum. 3.3 would be grand for the likes of a canal. But painfully slow.

Also depending on the weight of the boat and the type of cabin you have acting like a sail I think I would be looking at a 15hp  what main engine have you got on the boat at the moment and how well do you think it pushes you on a windy day.

It's a 50HP as the main engine and see pushes the boat handily at very low revs even into tides and wind.
