Wide tractor tyres on narrow rims

Hi all is it possible to fit 540/65/38 tractor tyres on 15X38 rims. I know they will physically go on but is it ok to do it, the tyre guys say 16X38 are needed. Thanks

Most of the makes i found are all stating 16" rims minimum. It may not seem like a much of a difference but the 15" could be enough that they don't seat the beads properly and as a result can't handle the loading properly,
