Not entitled to dole if you own a house?

I heard that if someone owns a house they won't get the Job seeker Allowance/Benefit? Is this true? Also another question. If someone quits their job is he/she entitled to Allowance/Benefit?

JSB is based on your PRSI contributions.

JSA is based on a means-test.

A PPR is not included in your means.
