Garage conversion to granny flat- planning issues

    Hi
    My cousin got planning permission last year for a domestic garage next to his home. Since then however, he has now decided that he wants his father to use the garage as a form of granny flat. He and his builders are currently in the process of building and have therefore added an extra window or two and a stairs,etc. I told him that he will have to apply for retention on these changes to the planning design, but will he also have to apply for some kind of change of use for the garage?

    the retention permission would include both the design changes and the use....

    and he'd want to prepare for the very real possibility of being refused.

    because creating living accommodation separate from a dwelling is frowned upon as it is considered sub-standard as typical standards (separate car parking, amenity space, refuse collection etc) cannot be met.
