Nope, it's meant for parents, to contribute to the costs of raising their child(ren). It is not meant to be given directly to the child.

It's AH, so here goes.

Do away with road tax by putting the equivalent on fuel costs, with a bias in favour of diesel to help the cost of distribution of goods.
Do away with private health insurance to reduce the cost of medical services, the cost of sending bills to the providers is a complete waste. Fund it by using PRSI properly, even if it means an increase to cover what would have been collected as private insurance costs.
Introduce a minimum charge of €500 for all hospital treatments that are drink related.
Introduce community based recycling schemes for waste disposal of brown bin waste, and green bin waste.
Increase the cost of cigarettes and tobacco products by at least 50%
Increase the cost of imported bottled water by 50% it's an inappropriate luxury item that's not needed, and the cost of shipping it all over the place is unsustainable
Introduce significant taxes on inappropriate sugar use in food products, especially on high sugar drinks
introduce charges on manufacturers who use excessive size packaging on products, (e.g. cardboard outer boxes that are only half full when opened.
Remove "bonuses" from all Semi state and state organisations
Remove "bonuses" from banking and related financial institutions by taxing them out of existence
Review "special" and "one off" payment systems in state and semi state employers
Introduce external performance reviews on state and semi state organisations to review performance of staff.
Remove severance packages from TD's and Senators. If they get fired, let them use the same system as all other employees.
Introduce the same rules, regulations and controls on TD's expenses and other "allowances" as are applied to the private sector.
Terminate all obscene pension schemes that have not been adequately funded, or that have been funded inappropriately.
Prevent pension payouts before retirement age, especially where the recipient moves from one state body to another state body and continues working.
Discontinue mandatory Irish in schools.
Remove the requirement for Irish in certain jobs.
Fund serious research into finding carbon free methods of heating houses and providing other energy to houses,
Reduce dependency on imported energy.
Provide adequate funding to ensure that businesses have access to state of the art broadband technology at competitive pricing.
Review all state and semi state employments that are paid more than €150K per annum.
Introduce a ban on all no win no fee legal cases.
Significantly increase research and funding for grants for property insulation.
Significantly increase research and funding for alternatives to carbon based fuels.
Require all suppliers to pay in full telephone call costs where they put the customer on hold
Require all companies to have non premium phone contact numbers available.

There's plenty more that could be done, but this would be a good start

Remove the pension levy on private pensions, it is a tax on money that has already being taxed.
Instead let everyone who pay into a pension get the pension they paid for, not fantasy pensions like politicians make when they have not contributed the money towards it.

Excess packaging is a charge for the manufacturers. If its in their best interests, they'll get rid of it. If not, they won't. Besides, what is "excess packaging" and how can it be measured?

A business can pay a bonus if it likes. If you tax them "out of existence" private banks won't be operating in Ireland for much longer.

Tax breaks for companies who provide childcare for their employees.

Scrap USC.

Either scrap the Jobsbridge scheme or else completely overhaul it. Companies who apply must be rigorously screened to make sure they are not just looking for free labour with no intention of hiring new staff and a strict limit on the number of interns each company can hire.

Local authorities given powers to fine problem social housing tenants and a three strike rule for anti-social behaviour. A few bad eggs can turn a nice housing estate into a living hell for responsible residents.

Bring back the affordable housing scheme for people wishing to buy their first property as owner occupiers.

Increase tax for high earners, decrease tax for low earners.

Make children's allowance means tested.

Someone making €800+ a week shouldn't get the same amount of children's allowance vs someone earning €200 a week and scraping by.

That wouldn't good....certain businesses already enter into price fixing amongst themselves which is illegal. You assume them setting their prices would be of benefit to us. What if a company gets a monopoly and decides to charge through the arse?

A particular problem when coupled with your suggestions for privatizing so many parts of our infrastructure
