A fair bit of accuracy needed for a proper head shot when someone is running away, much more success with body shots on a moving target.

I thought the Garda was calling him "cigger" (rather than "gaffer") which might be short for "cigire" or similar which a distant memory in the back of my brain tells me means "inspector" in Irish...

The shot pattern hasn't opened yet at that distance, a real shotgun doesn't blow a massive hole out of a wall like it does in the movies. At that distance it would be very easy to miss.
