As you need to provide Irish Water with your PPS Number, how would this work for rented properties where tenants might be moving in and out quite frequently?

You only need to provide pps number if you want the household allowance. So only one PPS number is required unless you are claiming for children.

When a new tenant comes in they register with irish Water the same way they register for electricity/gas/waste and the allowance simply passes on the them on the following bill.
