We were behind a lorry which went around a bend, came up behind the tractor, indicated out within inches of said slurry tank and then driver had about 1 sec to observe the obstruction and indicate out past him. No hazards on.

The M9 is a quiet motorway compared to most so I wouldnt be that worried about. Plus hes not on it during rush hour so tbh I dont think its much of an issue. You have the overtaking lane to pass him with

perhaps don't drive so close to the back of the lorry and you would have plenty of time to react ?

Doing nothing illegal once he has a 50k box, doesn't even need to be doing that speed just be capable of it. It's a big obvious vehicle that if you are driving correctly and using your observation skills you should be able to see it way off in the distance and safely overtake it.

A small car doing 50 mph is more dangerous (as it's harder to spot) and it's much more common.
