I have always seen ride-on lawnmowers being transported in cage like trailers, but was wondering would this be road legal?

Don't see why not, as long as the trailer meets the road worthiness standards.

The reason you mostly see them being transported in sided or caged trailers is that those trailers can serve multiple purposes.
That trailer you linked is only good for one thing (I wouldn't fancy collecting a tonne of sand with it :D ), personally I would rather spend an extra few quid and have a trailer that can do other stuff too.
