Our neighbour was told by an eircom engineer that fibre was available in our area for months and she can order it now.

I'm with Digiweb and they keep saying they cannot order it for me as eircom say it's not available yet in our area.

My question, does eircom have a grace period when they have sole delivery opportunity to customers when they release fibre?

No. Check your line on the eircom website. Even if it's in your area sometimes it can still be unavailable to you.

The strange thing when talking to my neighbour they checked with digiweb also not available via Digiweb -- seems she can order via eircom, just not anyone else.

Thanks dude, just checked eircom saying no as well...so I guess it one of those in limbo states before full release....
