Mezzanine Levels and non habitable rooms

    Current situation is an apartment built 1984, first floor and originally having a mezzanine. Over time and with new owners, the mezzanine has been added to. What was previously an uninhabitable room (height under 2000mm), a partition, door and shower room have been installed as well as strong evidence of living in (tv and couches). There is a velux only.
    The apartment was bought some years ago as a 2 bed plus storage (the mezzanine). The main living areas-kitchen and dining are below on the bedroom level.
    What is the situation here- with a no-habitable room being inhabited.
    And what can be done to make is sellable.

    Planing Permision was/is required

    It still is an uninhabitable room in law.

    1. De install works to revert the building to that which was permitted

    2. Seek retentention planning permission + regularisation fire safety certificate.

    3. Seek dispensation for low head room - but expect not to obtain. ( Nothing venured nothing gained).
