Is it true that home heating oil is cheaper in the summer months than late Autumn and Winter months?

Not in the same way that it used to be. Bigger variations are now caused by world events than by seasonal demand.
It is almost impossible to predict. Dollar to Euro rates, strife in oil producing zones, increases economic activity in large countries creating demand, discoveries of large deposits of oil. etc.

It is usually easier to get a better price on the day if the oil company isn't busy, but this will only be a small amount and will be related to world prices. e.g. you might get 10 or 15 euro off prevailing price during summer months, while in the winter when oil companies are busy, they will be less likely to negotiate.

agree with all wearb says above but I find your best bargaining tool is the number of litres you are willing to purchase

250litres most likely they will build in a delivery charge maybe only a couple cents per litre but if on the other hand you want a 1000 litres that's another story
