Import duty & VAT from Japan?

I am buying a camera part on ebay from Japan worth €44.73 (including postage). On the dutycalculator.com site it seems to suggest I am exempt from duty as it's below a €150 threshold.
Duty is not charged if either:
the FOB value, i.e. the value of the goods excluding shipping and insurance cost, does not exceed €150
the amount of duty payable on a consignment does not exceed €10
I tried navigating the TARIC measures site but it's pretty confusing, and doesn't seem to give actual values even when I think I found the correct section referring to a part/accessory for a camera.

Also I assume that a camera part falls under the umbrella of cameras and this means it is liable to the standard 23% VAT, yes?
