Garmin Edge shows avg speed higher than max speed?

I've an Edge 500 running version 3 of the firmware (latest is 3.3 but the only differences seem to be power sensor support etc - no GPS or other changes). I'm reluctant to upgrade to V3.3 unless I know that there's a good reason to do so.

One of the very short segments on my spin today shows an average speed higher than my max speed on that segment - avg = 40km/h, max = 34.6 km/h. Any idea why that would be?

It possibly could happen if GPS coverage wasn't great and the device was relying on GPS for speed info, particularly over a short segment.
In that case the GPS would record what it thought was the current speed, but could be a bit out.
Strava/Garmin (whatever segment software) then might look at the start and finish time over the segment and come out with a different reading.

But that's just a guess on my part.
