Transfer funds from one EU bank (Romania) to another EU bank (Ireland). Is there any reason this can't be done remotely by simply transferring funds electronically? Or must one be in Romania personally? Thanks.

No reason, once the bank in question can take the instruction electronically (i.e. they have the functionality built into their online banking etc).
