A friend of mine just got a free Samsung galaxy mini (S5570) and its sim locked. He's with Vodafone and wants a sim unlock. What's the easiest way to do this?

Will the network to which it's locked issue the unlock code? That's the easiest way to do it if the previous owner fulfilled their contract.
