Is ebay seller telling the truth?

I bought a book off ebay but when it arrived it wasn't the book advertised, it was a different version by a different author than advertised. I tried to email the seller but ebay automatically turned it into an open case. anyway I told the seller that I wanted them to refund me without making me send the book back, otherwise I would be out of pocket. The seller said "OK, but first I need you to cancel the case. Then I will refund you. while the case is open, it won't let me refund you without you sending the book back."

    Is this true?

A refund is processed through Paypal and not Ebay

Agree to cancel the transaction only after he processes your refund.

A lot of sellers ask this so they get back their fees from eBay for the listing being sold.
