Couldn't be. Schindler's was 1993. "Early 2000s" was the clue.

    No, it's not Schindler's List.

well if it is Speilberg.....maybe A.I.?

Not A.I. either. It's not a Spielberg film, but the director would be a contemporary of Spielberg.
Complete guess and don't think I've even seen it, but is it Traffic??

It's not Traffic, but the actor in the screenshot was in Traffic.

I know it's a bit off-topic, but that screenshot from What Richard Did is an EXACT copy of a scene from Love Exposure. Anybody else see it?

No, I haven't seen Love Exposure.

So this scene is an homage of sorts then?

    2. 80s film from a much admired "quirky" Director; the movie title is also an old song title

    4. Partly inspired by a famous Italian film; the actor in shot is a well-known Oscar winner

    10. 70s comedy. Actress in shot previously starred with one of her co-stars from this film in a well known Oscar winning 70s drama.

Although, now I'm thinking Harry and Walter go to New York for 10 (Keaton and Caan having been in The Godfather previously).

Maybe indie is a better description than quirky! This Director is not quite as mainstream as those you've mentioned
