is it legal to grow bushes on public land

    Hi
    I have a neighbour who has trees bushes etc all over their gardens,, some ba on pumboos etc but now they have planted theses plants on their wall which has started to grow out and is on the public path.. they have also grown these trees or plants ( im not to sure what they are) on the piece of green beside the path, can my neighbour or anyone grow their own trees or plants on public ground.

    I don;t know the exact legal position but you see this done in housing estates all over the country and many councils encourage residents to enhance their areas. So, I think it's fine so long as it doesn't interfere or cause a danger to people using the road or footpath.
