Connection of two tubes (same diameter) and allow rotation to each or just one? ideas

The easel itself will compose of a galvanised sheet of Steel (40cmx50cmx0.6cm) and a board of plywood same size with a width of 1.2cm, plus enamel paint and Aluminium trimming so the weight may be more necessary for a Steel conduit.

This is for my A2 level product, and so I am quite alienated with some of the components you are both mentioning, would it be possible if you could link an example image of what I can look for based on what you've previously mentioned. Just a single image is fine, and thanks again!

Make the bar ( red & black in your sketch ) one-piece instead

-put a pivot of some sort at the bottom of it

-put a clamp that can be released at about hand-height ( relative to sitting in the chair) to allow it to turn

Well its one single bar of Aluminium, it shall attach to the wheelchair via a steel eye end and a top hinged jaw slide.
My idea was rather than having the single piece of Aluminium tubing, cut the single bar into two, in order to allow a swivel point mid way; unless I can maybe drill a pilot hole into the steel eye end itself and introduce a pin so that the user themselves can tighten/loosen from there which would allow free movement as the user wishes and also locked when tightened... Getting some ideas now ^^
